Costinești surf studio

Costinești is Romania's youth resort — the place generations of students have come for cheap summers since the 1970s, and the coast's most reliably lively stretch of sand outside Mamaia. Its landmark is the Evangelia, a rusting 1960s freighter grounded just offshore, which has become the emblem on every postcard and the backdrop to every beach photograph taken here.

This studio is 38 square metres on the first floor of a small four-storey building set one street back from the sand. It is arranged as a single open room with a sleeping alcove, a kitchenette along one wall, a tiled shower room, and a balcony that catches the sea breeze. It was refitted in 2019 with air conditioning, new tiling and a fold-away bed system, and comes furnished and ready to let. At this price it is one of the cheapest genuinely walk-to-beach properties in the European Union.

The beach is a hundred and twenty metres away — about ninety seconds on foot. It is wide, sandy and shallow, patrolled in season, and lined with beach bars that run music from late afternoon. Because Costinești's crowd skews young, the season is intense but short: mid-June to early September is where essentially all the rental income sits, and a studio like this can be filled continuously across that window with very little effort.

Off the beach there is a small lake behind the resort with pedalos and a walking loop, an open-air cinema, a lively night strip, and a daily market. Supermarkets and a pharmacy are within five minutes' walk. Costinești has its own railway halt on the Constanța–Mangalia line, so arriving without a car is easy, and Constanța city — with its Old Casino, aquarium, Ovidiu Square and a full range of city services — is twenty-five minutes north.

Romania is an EU member state, so EU citizens buy on exactly the same terms as Romanians. Non-EU buyers can own the building outright and hold the land beneath it through a simple Romanian company — a standard, inexpensive structure that local notaries set up routinely. A purchase closes in four to eight weeks and transaction costs are among the lowest in the European Union, typically well under three percent all-in. Property taxes on a coastal home of this size run to a couple of hundred euros a year.

The Black Sea here is warm and swimmable from mid-June to late September, with water temperatures in the mid-twenties through July and August. There is almost no tide, the shelf is long and gentle, and the sand is fine and pale. Shoulder season — May, and especially September — is the local secret: warm water, empty sand and half-price everything.

For a buyer, this is a low-entry, low-hassle proposition: a small footprint with almost nothing to maintain, in the resort with the most predictable summer occupancy on the coast. It suits someone who wants a cheap European beach base for their own July and August, or a straightforward seasonal rental that pays its own running costs several times over.
